But analysts noted that Kushner`s initial goal of an agreement between Israel and the Palestinians was further away than ever, months after Palestinian leaders announced a peace plan that he spent years dying upon his arrival. REAFFIRMING that the interim self-administration agreements set out in this agreement are an integral part of the entire peace process, that the negotiations on sustainable status, which will begin as soon as possible and no later than 4 May 1996, will lead to the implementation of Security Council Resolutions 242 and 338, that the interim agreement will address all issues relating to the transition period and that these issues will not be on the agenda. Negotiations on permanent status; Palestinians expressed anger at the agreements by firing rockets from Gaza at Israel during the ceremony at the White House. But Dennis B. Ross, a former Middle East peace negotiator who helped mediate the 1993 agreement, said the two events were « very different. » He said the agreements signed on Tuesday were « important » because they show that « the Palestinians cannot freeze the region and prevent open cooperation with Israel. » The State of Palestine will not have the right to forge intelligence or security agreements with a state or organization that affect the security of the State of Israel, as defined by the State of Israel. Israelis and Palestinians have both suffered greatly from their long-standing and seemingly endless conflict. For nearly a century, international leaders, diplomats and scholars have been debating problems and trying to resolve the conflict. It is time to end the conflict and unleash the enormous human potential and economic opportunities that peace will bring to Israelis, Palestinians and the entire region. Over the decades, many proposals and ideas have been presented, but elements of these plans were inaccessible in view of the realities on the ground and in the wider Middle East. (4) Both parties agreed that the outcome of the negotiations on sustainable status should not be compromised or anticipated by the agreements reached during the transitional period. The announcement follows agreements negotiated by the Trump administration between Israel and the United Arab Emirates in August and Bahrain last month. Previously, Israel had concluded the last peace agreement with an Arab country in 1994 (in 1979, it signed a peace agreement with Egypt). The Arab Peace Initiative was an initiative launched by Saudi Arabia to end the Arab-Israeli conflict. The initiative called for a total withdrawal from the occupied Arab territories, a fair solution to the palestinian refugee issue and the adoption of the creation of an independent and sovereign Palestinian state.
