The possibility for park operators to terminate a caravan park right or a « no justification » residential park contract has been removed. There are new notices that need to be evacuated for park closures. A term in a lease agreement may only require professional cleaning if it is necessary to return the property to the state it was in at the beginning of the lease, given fair wear and tear. The rent threshold, which must be met before a landlord can charge a loan or rent in advance of more than one month`s rent, is increased to reflect changes such as inflation. The threshold will be set until April 2020 following a public consultation conducted in November 2019 by Engage Victoria. The new rent laws designate landlords as landlords, tenants as tenants, leases and roomer owners as room owners. In this case, the rules of the law suspend the agreement, unless the difference is in your favour as a tenant. Your rental agreement must be written and it must be signed by both you and the owner. The lessor must provide you with a copy of the contract before the lease begins. If you extend the lease or make changes, they must also be made in writing. The amendments do not apply when a property is listed in the register for the insulation of the level of bulk filling or if the property is a cultural property. Certain restrictions and exclusions also apply to posted real estate, housing or social housing. The Housing Authority conducts identity checks when you sign up for a new lease or if you transfer or exchange real estate.

A landlord can increase the rent if 12 months have elapsed since the beginning of the rent or the last rent increase. Annual rent increases are limited. Lease forms must contain a statement of information that informs applicants, landlords and agents of illegal discrimination. If your lease was started or renewed on Or after March 20, 2019, your landlord may also have a legal responsibility to ensure that your home is fit to live. This is called « fit for human habitation. » Before signing the lease, it is a good idea to go through the place with the owner and complete a real estate inspection report, sometimes called a « condition report ». Note the condition of each room and all the furniture, appliances and so on provided by the owner (called « Chattels »). This will allow you to agree on the condition of the property before entering. It will also help avoid electronic conflicts later, for example if something has already been worn or damaged before you moved in.
